LEGGE DI BILANCIO 2025: LE MISURE A SOSTEGNO DELLE FAMIGLIE


La legge di bilancio 2025 ha introdotto varie misure a sostegno delle famiglie.  Tra queste il Bonus bebè, introdotto per incentivare la natalità e contribuire alle spese per il suo sostegno, che consiste in un bonus di  di 1.000 euro per ogni figlio nato o adottato da gennaio 2025 per famiglie con ISEE non superiore a 40.000 euro annui. Rafforzati anche i congedi parentali, ampliando il periodo di congedo parentale indennizzato all?"80% a tre mesi complessivi entro il sesto anno di vita del figlio. Si intervienem inoltre, sul bonus asili nido, prevedento che, per i nati dal 2024 in nuclei con redditi ISEE inferiori a 40.000 euro, il beneficio sarà portato a 3.600 euro e riconosciuto a prescindere dalla presenza di altri figli, estendendo pertanto la platea coinvolta.Confermata anche l?"esclusione delle somme relative all?"assegno unico universale nella determinazione del reddito ISEE utile ai fini dell?"accesso ai benefici per i nuovi nati e per le spese relative alla frequenza degli asili nido. Confermato anche l'esonero contributivo per le mamme lavoratrici. Il bonus è esteso sia alle lavoratrici a tempo determinato che a quelle autonome, anche con reddito d?"impresa, che non optano per il regime forfettario. Dal 2025 lo sgravio contributivo spetta alle lavoratrici madri di due o più figli, fino al compimento del decimo anno d?"età del figlio più piccolo, mentre dal 2027, per le madri con tre o più figli l?"esonero contributivo spetta fino al compimento del 18° anno d?"età del figlio più piccolo. L?"esonero è riconosciuto soltanto a condizione che la retribuzione o il reddito imponibile ai fini previdenziali non sia superiore a 40.000 euro annui. Prorogato inoltre, per tutto il triennio 2025-2027, il Fondo di garanzia mutui per la prima casa, la misura che agevola l?"accesso al mutuo prima casa, usufruendo della garanzia dello Stato, per alcune categorie, come giovani coppie, famiglie numerose e giovani under 36. Infine, è rifinanziata la la carta “Dedicata a te” per l?"acquisto di beni alimentari di prima necessità per famiglie con ISEE non superiore a 15.000 euro e incrementata, in via permanente, la dotazione del Fondo per la distribuzione di derrate alimentari alle persone indigenti.
