RIFIUTI DERIVANTI DA PANNELLI FOTOVOLTAICI - PUBBLICATE NUOVE FAQ E AGGIORNATA LA DICHIARAZIONE DI AVVENUTA CONSEGNA PREVISTA DALLE ISTRUZIONI OPERATIVE


Il Gestore Servizi Energetici (GSE) ha comunicato che sono on-line le nuove FAQ in tema di gestione a fine vita dei pannelli fotovoltaici incentivati in Conto Energia per supportare i Soggetti Responsabili degli impianti e gli operatori nell'individuazione delle corrette modalità operative per l'assolvimento degli obblighi previsti per lo smaltimento dei Rifiuti di Apparecchiature Elettriche ed Elettroniche (RAEE) fotovoltaici. E' inoltre stata aggiornata la dichiarazione di avvenuta consegna del RAEE fotovoltaico, prevista dalle "Istruzioni Operative per la gestione e lo smaltimento dei pannelli fotovoltaici incentivati", con specifiche note per la compilazione. Ricordiamo che, ai sensi dell'art. 188, comma 1, del D.Lgs. n. 152/2006, il produttore iniziale o il detentore dei rifiuti e, quindi, il Soggetto Responsabile in caso di pannelli fotovoltaici incentivati, provvedono direttamente al loro trattamento oppure li consegnano ad un intermediario, ad un commerciante, ad un ente, ad un'impresa che effettua le operazioni di trattamento dei rifiuti o ad un soggetto pubblico o privato addetto alla raccolta e al trattamento dei rifiuti. Il RAEE fotovoltaico domestico, ossia installato in impianti di potenza nominale inferiore a 10 kW, deve essere conferito ad un Centro di Raccolta nel raggruppamento n. 4 ("R4"). Tale conferimento, ai sensi della normativa vigente, è gratuito. Il Soggetto Responsabile di un RAEE fotovoltaico professionale, ossia installato in impianti di potenza nominale superiore o uguale a 10 kW, deve conferire tale RAEE, per il tramite di un sistema individuale, collettivo, di soggetti autorizzati per la gestione dei codici CER o di un trasportatore, ad un impianto di trattamento autorizzato. Il Soggetto Responsabile potrà richiedere al GSE la completa gestione delle operazioni di raccolta, trasporto, trattamento adeguato, recupero e smaltimento "ambientalmente compatibile" dei rifiuti prodotti dai pannelli fotovoltaici incentivati. In tal caso il GSE metterà a disposizione del Soggetto Responsabile dell'impianto incentivato un Portale informatico in cui il Soggetto, relativamente ad ogni impianto incentivato, potrà visionare almeno le seguenti informazioni: i principali dati tecnici dell'impianto; il numero totale dei pannelli incentivati; per ogni pannello la matricola, la casa produttrice e la tecnologia; il valore della quota trattenuta, con il dettaglio dei relativi interessi; il numero e la matricola dei pannelli sostituiti; l'ammontare della quota già restituita dal GSE al Soggetto Responsabile, conseguentemente alla sostituzione di alcuni pannelli. Dal Portale informatico sarà, inoltre, possibile scaricare le dichiarazioni di avvenuta consegna del RAEE derivante dal pannello fotovoltaico incentivato in Conto Energia e caricare tutta la documentazione comprovante l'avvenuto trattamento e smaltimento, ai sensi di quanto delineato nei paragrafi precedenti.   • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
