MILLEPROROGHE: TUTTE LE NOVITà PER IL SETTORE TURISTICO


Il Decreto Milleproroghe, approvato dal Consiglio dei Ministri nella seduta n. 107 del 9 dicembre, interviene con proroghe e modifiche normative che toccano un ampio numero di settori, tra cui quello turistico. Come si legge nel Comunicato Stampa del Ministero del Turismo pubblicato nella stessa giornata, la prima misura riguarda il sostegno al turismo nei Comuni all?"interno dei comprensori e delle aree sciistiche della dorsale appenninica.Il decreto differisce, al 31 marzo 2025, il termine per l?"erogazione di risorse in favore dei suddetti Comuni.Il contributo a fondo perduto è riconosciuto alle attività che hanno subìto una diminuzione delle presenze turistiche a causa della scarsità di precipitazioni nevose nel periodo dal 1° novembre 2023 al 31 marzo 2024, con conseguente riduzione dei ricavi non inferiore al 30% rispetto a quelli conseguiti nel periodo dal 1° novembre 2021 al 31 marzo 2022. La seconda misura proroga al 31 dicembre 2025 il termine ultimo per la conclusione di specifici interventi realizzati dagli operatori turistico-ricettivi per il potenziamento dell?"offerta turistica nazionale, che potranno godere di un contributo sotto forma di credito d?"imposta fino all?"80% delle spese sostenute. Agli stessi soggetti è riconosciuto un secondo contributo a fondo perduto non superiore al 50% delle spese sostenute (comunque non superiore al limite massimo di 100.000 euro per ciascun beneficiario) relative a interventi di incremento dell?"efficienza energetica delle strutture e di riqualificazione antisismica, di eliminazione delle barriere architettoniche, di interventi edilizi funzionali agli interventi precedenti, di realizzazione di piscine termali e acquisizione di attrezzature e apparecchiature per lo svolgimento delle attività termali, nonché interventi di digitalizzazione. La terza misura proroga al 31 dicembre 2025 la durata della misura di semplificazione per la realizzazione, previa dichiarazione di inizio lavoro asseverata (DILA), di impianti fotovoltaici all?"interno di aree nella disponibilità di strutture turistiche o termali che, secondo la normativa vigente, produrrebbe i suoi effetti fino al 31 dicembre 2024. La quarta misura proroga il termine entro il quale i datori di lavoro nel settore privato possono stipulare contratti a tempo determinato di durata superiore a 12 mesi, e in ogni caso non superiore a 24 mesi e in assenza di specifiche previsioni contenute nei contratti collettivi, per esigenze di natura tecnica, organizzativa o produttiva individuate dalle parti. Un'ultima misura, invece, proroga al 31 marzo 2025 il termine per la stipula di contratti assicurativi in capo alle imprese per la copertura dei rischi catastrofali, per consentire agli organismi associativi una compiuta azione informativa e divulgativa e alle imprese una scelta ponderata e ragionata della migliore polizza anche in ragione dei diversi rischi catastrofali indicati e definiti nella fonte secondaria.
