Servizi idrici, le novità dal 2017


Dal 1 Gennaio 2017 arriveranno diverse novità in ambito idrico. Tra le modalità di comunicazione delle auto-letture del contatore scatta l'obbligo per i gestori di predisporre una web chat, oltre ai sistemi già in vigore (sms e telefonata). Sulle fatture poi dovranno essere riportate informazioni sui tentativi obbligatori di lettura del contatore da parte del gestore, dopo la loro introduzione da Luglio 2016 (2 tentativi all'anno per le utenze domestiche), con indicazione anche dei consumi medi annui. Anche per i servizi di assistenza telefonica arrivano regole dettagliate, con obbligo di predisporre almeno un numero gratuito e tempi di risposta indicativi anche per le chiamate di pronto intervento. Ancora, ultimo ma non meno importante, l'obbligo di tentare una conciliazione in caso di controversia con il gestore, prima di fare l'eventuale causa. La condizione è l'invio di un reclamo tramite raccomandata A/R e, senza aver avuto risposta entro 50 giorni o ricevendola negativa e/o parziale, si puo' procedere alla conciliazione. Le conciliazioni sono gestite dall'Autorità garante per l'energia ed il gas e il sistema idrico (AEEGSI) nella forma delle ADR, le nuove mediazioni disciplinate a livello europeo e recepite in Italia dal 2015. Sono queste le principali novità in arrivo, fissate dall'Autorità che dal 2011 si occupa anche del settore idrico con varie delibere che sono in parte già entrate in vigore nel 2016 (1). Nel corso del 2017, inoltre, l'Autorità dovrà concretizzare le nuove disposizioni di legge inerenti la gestione della morosità e la relativa sospensione della fornitura di acqua con forme di tutela speciale per utenti domestici disagiati ai quali non sarà possibile sospendere la fornitura in nessun caso. La novità riguarderà gli utenti in condizioni di disagio economico e/o sociale -condizioni che dovranno appunto essere dettagliate dall'Autorità- ai quali dovrà essere garantito un quantitativo minimo vitale di acqua pari a 50 litri al giorno per abitante. Attualmente è aperto un procedimento di consultazione che dovrebbe terminare a Maggio 2017, dopodichè dovrebbe essere emessa la Delibera (2). Si ricorda che a livello nazionale l'Autorità disciplina anche, per le utenze idriche: - metodo di applicazione delle tariffe; - periodicità di fatturazione e periodicità di lettura dei contatori; - rispetto di standard di qualità specifici (tempi di attivazione della fornitura, di disattivazione, di esecuzione di lavori ed interventi, di fatturazione, etc.) con accredito di indennizzi automatici di 30 euro; - possibilità di ottenere rateizzazioni di pagamento; - volture, verifiche al contatore, interventi in emergenza etc. etc. Si veda per ogni informazione la nuova scheda pratica Forniture acqua, una guida alle regole comuni.   • it will be held on behalf of the Controller by KUMBE, the Controller’s maintainer for digital services, on the cloud server and related backup, in turn managed in compliance with the GDPR for the entire term of the contract with the Controller – who may dispose of it at any time – and until its subsequent cancellation.
  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
