La produzione industriale prende il palo: discesa dello 0,1% rispetto a febbraio


La produzione industriale fallisce il recupero rispetto a febbraio, delineando uno scenario di stagnazione che sposta in avanti il ritorno ai livelli pre-Covid. Nel suo ultimo rapporto sulla produzione industriale Istat ha comunicato che a marzo l'indice della produzione industriale è diminuito dello 0,1% rispetto al mese di febbraio. Una nuova battuta d'arresto nel ritorno ai livelli precedenti all'avvento del virus. Nella media del primo trimestre 2021 la produzione è cresciuta dello 0,9% rispetto al quarto trimestre 2020, registrando così allo stesso tempo un recupero e un incremento insufficiente a ripristinare i valori del 2019. La diminuzione dello 0,1% è legata ad un andamento eterogeneo delle varie componenti. L'energia ha visto un +1,8% su febbraio, i beni intermedi un +0,5% e i beni strumentali un +0,2%, dati positivi che sono stati riportati sotto la pari dal comparto dei beni di consumo, nel quale la produzione è scesa dell'1,5%. Il confronto con marzo 2020 presenta un salto dell'indice in doppia cifra, causato dalla natura stessa dei dati dell'anno precedente: si trattava della prima ondata dei contagi, con relativo blocco della produzione e lockdown "duro" nel tentativo di contenere i numeri dell'infezione. Ebbene, rispetto a marzo 2020 la produzione è cresciuta del 37,7%, con un +58,1% per i beni strumentali, un +40,8% per i beni intermedi, +28,1% per i beni di consumo e +6,9% per l'energia. Tutti i settori, tolte le attività estrattive, hanno visto la produzione crescere in maniera notevole rispetto a marzo 2020. La fabbricazione di mezzi di trasporto è salita del 102,1%, quella delle apparecchiature elettriche e non del 66.4%, la metallurgia del 59,7%, la fabbricazione dei macchinari del 52,4%, l'industria tessile e dell'abbigliamento del 51,0%. Più contenuta la dinamica dell'industria del legno (+22,2%), prodotti chimici (+11,6%), industrie alimentari e bevande (+8,5%), fornitura di energia elettrica e gas (+8,5%), coke e prodotti petroliferi (+3,6%) e prodotti farmaceutici di base e preparati (+1,8%). Con la crescita registrata nel trimestre e, più in generale, nella seconda parte del 2020, la produzione industriale si trova ora su livelli paragonabili all'autunno 2016. Fatta 100 la produzione industriale del 2015, quella registrata a marzo 2021 si trova solo il 2% sopra mentre a fine 2017 il livello era oltre il 10% sopra e a fine 2019 quasi il 5% sopra. Nel confronto con le altre principali economie europee, i dati italiani risultano essere inferiori alla media. A marzo la Francia ha visto la produzione crescere dello 0,8% su febbraio (mese nel quale si era però registrato un -4,8%), la Spagna dello 0,4% e la Germania del 2,5% (dopo due mesi difficili a -2,2% e -1,9%). Paragonare i numeri italiani con quelli dei partner europei si fa sempre più complicato visto il differente andamento dell'epidemia e delle restrizioni che portano ad una naturale asincronia tra i vari tessuti economici. "Nella media del primo trimestre di quest'anno si osserva un moderato recupero congiunturale della produzione industriale", il commento dell'Istat. "Alla crescita consistente osservata a gennaio è seguita, nei due mesi successivi, una sostanziale stazionarietà". In termini tendenziali, l'indice corretto per gli effetti di calendario registra a marzo un incremento fortissimo, dovuto al confronto con i livelli eccezionalmente bassi del corrispondente mese dello scorso anno, quando furono adottate le prime misure di chiusura di diverse attività, a causa dell'emergenza sanitaria. A marzo di quest'anno il livello dell'indice destagionalizzato resta inferiore dell'1,2% rispetto al valore registrato a febbraio 2020, mese precedente l'inizio della pandemia".
