Il 31% degli enti del Terzo settore ha fatto ricorso alla Cassa integrazione durante la pandemia


Anche con la pandemia il settore delle non profit ha continuato ad operare, nonostante gravi difficoltà in termini occupazionali e di entrate. Stando ad una indagine realizzata da Inapp, Ministero del lavoro, Forum nazionale del terzo settore, le Università e il Cisisil settore avrebbe infatti subito fortemente la crisi economica, senza però cessare di fornire il proprio contributo al sistema. L'indagine ha presocome riferimento 63.898 enti non profit appartenenti ai settori di attività economica Istruzione e ricerca, Sanità, Assistenza sociale e Protezione civile e Sviluppo economico e coesione sociale ed ha coinvolto 9.519 soggetti complessivamente. Stando a quanto rilevato dall'Istituto nazionale per l'analisi delle politiche pubbliche, durante l'emergenza sanitaria il 31,2% degli enti del Terzo settore avrebbe fatto ricorso alla Cassa integrazione. Una percentuale rilevante ma comunque inferiore a quella delle imprese convenzionali (quelle che ricercano la realizzazione di un profitto). Quasi una impresa su cinque, ovvero il 19,9%, avrebbe fatto leva sulla riduzione dell'orario di lavoro mentre una su dieci, il 10,2%, ha dichiarato di aver impiegato l'obbligo di ferie per contrastare gli effetti negativi della crisi. Come recita la nota ufficiale "Tutti strumenti finalizzatia una diminuzione temporanea del costo del lavoro". Nonostante l'utilizzo di questi ammortizzatori l'impatto della crisi c'è stato, e non ha certamente risparmiato l'occupazione nel settore. Le collaborazioni e il lavoro a tempo determinato all'interno del terzo settore avrebbero infatti portato il 7,6% degli enti a ridurre queste forme contrattuali. L'1,3% delle realtà, poi, avrebbe anche licenziato personale. Va sottolineato che queste statistiche riguardano solo una piccola frazione dell'universo del terzo settore, in quanto ben l'85,6% degli enti italiani in questione non avrebbe alcun dipendente e soltanto il 3,7% più di dieci dipendenti. Insomma il tessuto delle non profit in Italia si basa per larga parte su realtà prive di dipendenti con prevalenza di volontariato. Ha dichiarato il presidente dell'Inapp Sebastiano Fadda: "Le organizzazioni non profit hanno subito un duro colpo nell'anno nero della pandemia ma nonostante questo hanno reagito e continuato ad offrire assistenza nel campo sociale, impegnandosi in progetti di sostegno ai più bisognosi. Il non profit è stato una sorta di anticorpo rispetto agli effetti nefasti del coronavirus continuando a giocare un ruolo importante nella tenuta delle relazioni sociali, costituendo un mezzo effettivo di resilienza sociale, di fronte al lockdown e al distanziamento sociale. Per questo il mondo del volontariato andrebbe valorizzato e sostenuto, come si prova a fare anche con il Pnrr perché può essere un settore fondamentale per la crescita e la ripresa del Paese".
