REVISORI LEGALI - IN CONSULTAZIONE PUBBLICA FINO AL PROSSIMO 7 DICEMBRE LE LINEE GUIDA PER LO SVOLGIMENTO DEL TIROCINIO


1) Il Dipartimento della Ragioneria Generale dello Stato ha avviato, il 7 novembre 2017, una consultazione pubblica in ordine alle modalità di svolgimento del tirocinio professionale degli aspiranti revisori legali, con lo scopo di incentivare buone prassi nello svolgimento del periodo formativo. Il documento di consultazione ha come titolo "Linee guida per lo svolgimento del tirocinio di cui all'articolo 3 del decreto legislativo 27 gennaio 2010, n. 39, per l'ammissione all'esame di idoneità professionale e per l'esercizio dell'attività di revisione legale". La normativa vigente attribuisce al tirocinio una funzione di effettiva maturazione e contatto con l'esperienza professionale, che implica il necessario coinvolgimento del tirocinante nella collaborazione ad uno o più incarichi di revisione legale. In tale prospettiva, le Linee guida che il Dipartimento pone in consultazione includono i criteri cui il tirocinante deve attenersi nel quadro del percorso di abilitazione. Le Linee guida intendono costituire un riferimento anche per i "dominus", chiamati ad impostare l'attività di tirocinio e a vigilare in ordine all'effettiva valenza formativa dello stesso. Viene, inoltre, proposto un modello-tipo di relazione, organizzato in sezioni, corrispondenti alle principali aree tematiche inerenti lo svolgimento del tirocinio. Gli interessati potranno presentare osservazioni sulle linee guida, entro il termine del 7 dicembre 2017, utilizzando il modello che, compilato in tutte le sue parti, dovrà essere trasmesso a mezzo posta elettronica certificata (PEC) unicamente all'indirizzo rgs.ragionieregenerale.coordinamento@pec.mef.gov.it. 2) Segnaliamo, inoltre, che dal 25 ottobre 2017, sono accessibili, sulla piattaforma della revisione legale, 7 nuovi corsi riguardanti i principi di revisione, la disciplina della revisione legale, i principi contabili e la contabilità generale. Come precisato nella circolare del 19 ottobre 2017, n. 28, a completamento dell'offerta formativa per l'anno 2017, sulla piattaforma della revisione legale verranno inseriti, entro il mese di novembre, ulteriori 6 corsi. Ricordiamo che la citata circolare riassume e chiarisce le istruzioni riguardanti l'assolvimento dell'obbligo di formazione professionale continua legali di cui all'articolo 5 del decreto legislativo 27 gennaio 2010, n. 39 come modificato dal decreto legislativo 17 luglio 2016, n. 135, per tutti gli iscritti nel Registro dei revisori legali, precisando, in particolare, che la data ultima per l'assolvimento non è il 31 dicembre 2017 ma il 31 dicembre 2018.
