Il riscatto laurea agevolato


Il decreto legge 4/2019 (convertito dalla legge 26/2019) ha introdotto la possibilità di un riscatto agevolato della laurea, rendendo meno costoso il recupero ai fini contributivi degli anni universitari. E' possibile riscattare anche per periodi parziali, più brevi rispetto alla durata legale del proprio corso di studio gli anni dedicati ai seguenti titoli: diploma universitario (2-3 anni di durata), laurea triennale, quadriennale o a ciclo unico, diploma di specializzazione post-laurea, nonché il dottorato di ricerca (se si sono versati i contributi alla gestione separata Inps). Non si possono riscattare gli anni fuori corso. Per poter beneficiare del riscatto agevolato è necessario rispettare queste condizioni: il lavoratore deve essere iscritto con almeno un contributo versato a una delle gestioni Inps:?il riscatto agevolato non è accessibile a chi risulta iscritto unicamente a una cassa professionale; la gestione INPS in cui viene richiesto il riscatto deve risultare già esistente nel periodo del corso legale di studi; il riscatto non potrà coprire periodi già sottoposti a contribuzione; è il caso, per esempio, dello studente lavoratore; il periodo di studi deve collocarsi in periodi da valutare con il sistema contributivo, cioè dal 1° gennaio 1996. Con la circolare n. 6 del 22 gennaio 2020 l'Inps ha tuttavia precisato che una persona con meno di 18 anni di contributi alla fine del 1995, ha la possibilità di esercitare l'opzione per il metodo contributivo (articolo 1, comma 23, legge 335/1995) e applicarlo alla sua intera carriera lavorativa; questa opzione renderebbe possibile il riscatto agevolato, se conveniente, anche per gli anni di studio precedenti al 1996. Il riscatto costa 5.260 euro all'anno (se la richiesta viene presentata nel 2020). La somma è rateizzabile senza interessi fino a 120 rate mensili (10 anni) e risulta completamente deducibile dal reddito fiscalmente imponibile IRPEF.

  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
