SOSTEGNO PUBBLICO ALL'EDITORIA: IL CDM APPROVA IL DECRETO CHE RIDEFINISCE LA DISCIPLINA DEI CONTRIBUTI A IMPRESE EDITRICI DI QUOTIDIANI E PERIODICI


Il Consiglio dei Ministri, nella seduta n. 27 del 5 maggio 2017, ha approvato un decreto legislativo che prevede disposizioni per la ridefinizione della disciplina dei contributi diretti alle imprese editrici di quotidiani e periodici. Il Decreto prevede inoltre: misure per gli investimenti delle imprese editrici; l'innovazione del sistema distributivo; il finanziamento di progetti innovativi, di processi di ristrutturazione e di riorganizzazione. Destinatarie dei contributi sono le imprese editrici costituite nella forma di: a) cooperative giornalistiche che editano quotidiani e periodici; b) imprese editrici di quotidiani e periodici il cui capitale è detenuto in misura maggioritaria da cooperative, fondazioni o enti senza fini di lucro, limitatamente ad un periodo transitorio di cinque anni dall'entrata in vigore della legge di delega; c) enti senza fini di lucro ovvero imprese editrici di quotidiani e periodici il cui capitale è interamente detenuto da tali enti; d) imprese editrici che editano quotidiani e periodici espressione di minoranze linguistiche; e) imprese editrici, enti ed associazioni che editano periodici per non vedenti e ipovedenti; f) associazioni dei consumatori che editano periodici in materia di tutela del consumatore, iscritte nell'elenco istituito dal Codice del consumo; g) imprese editrici di quotidiani e di periodici italiani editi e diffusi all'estero o editi in Italia e diffusi prevalentemente all'estero. Sono invece escluse: le imprese editoriali quotate in Borsa; le imprese editrici di organi d'informazione dei partiti, dei movimenti politici e sindacali; le pubblicazioni specialistiche. The data controller is Studio Dorighelli, who states that the data acquired in this manner will be handled as follows:

  • it will be used to comply with current requests for information/acquistion/registration until completed and for no other purpose.
  • it will be held in the company archives with no deadline, until independent cancellation by the user, voluntary cancellation by the Controller or an explicit request for cancellation by the user.
  • it will be held on behalf of the Controller by KUMBE, the Controller’s maintainer for digital services, on the cloud server and related backup, in turn managed in compliance with the GDPR for the entire term of the contract with the Controller – who may dispose of it at any time – and until its subsequent cancellation.
  • it will not be assigned to third parties; it will not be used for marketing campaigns except if concurrently authorized for such purposes.
  • the user will have a profile created based pon the information contained therein and the data may be used for statistical processing.
